For starters I don't want the violent ones having six kids that will be violent in 15 years. There's no reason they can't crack down on violent crime and get killers off of the streets. The side benefit no one mentions is prison keeps them from multiplying.

Anyone on welfare for more than two years need to be sterilized.

We should offer universal basic income (UBI).
You get a living wage for life, but you have to be sterilized if you are child bearing age unless you were disabled in an accident. There is no other public assistance.
Society would improve exponentially. In 40 years you could leave your kid unattended on the street and not worry about it like in Iceland.
