Dissent means that the majority ruled one way, but some of the (defeated) minority wanted to express their thoughts. That's why there are multiple judges/justices sitting in each higher court.

Ok, I'm willing to accept that you guys are correct and I don't know to much about the "dissent" part as an Australian our bills are written differently.
However, can you simply provide me a link or a screenshot where you can buy bump stocks? I've asked a few other Americans and they reckon it's still illegal.
