True, it's only water ... but it's that slippery slope thing. Where do you take a stand, when it's bricks. It also falls under interference with an officer. The guys were giving someone a ticket when this occurred. So there's likely multiple minor, but still enforceable offenses

Good point, I guess I see their point but I'm not sure any actual jail time should result from it. Maybe just a fine? Cover the damage caused.

I don't disagree. They were gang members recording it for their fun and games. So cops need to take a stand, where the courts go is another story.

Honestly the cops did need to take a stand, and its best that a court decides the punishment that way hopefully the emotional response is taken out of it.
