The car that drove right past the front door was the first thing that got my attention after the robbers went into the place. It seemed really out of place in that whole video. Best guess, that was an unmarked police patrol who saw them in their helmets walking up to the pizza parlor, while the guys in blue who leapt out of their vehicle guns blazing and absolutely unloaded on the robbers were Brazilian para-military police. Those dudes do not mess around, even when off duty, a real license to kill criminals on sight.

Not exactly like this, depending on the situation they face consequences. Mostly when they have the bad guy under control, and yet, kill him.
Bolsonaro's team had this idea of allowing snipers to shoot down any guy holding a rifle (this is what happens in favelas, drug trafic lords put guards with military weapons and assume control over the area). Obviously, the press made a lot of noise, IDK if this is being implemented or not.
I hope Bolsonaro gives them a constitutionally protected right to self defense.
