Realistically he would be expelled, possibly jailed.

For plot convenience, he gets sent to a struggle session, nods along, then becomes a dealer in underground bullying. He attracts a following and his movement gets taken over by someone with better social skills and less empathy. After the revolution the bully joins the regime or is put up against the wall.

Again, realistically he would probably be shot as a threat to Dear Leader but maybe he'll slip through and pull a Stalin. Or if you want irony, a Beria.
