An even better chart would have included 2019 and 2020 on there to show this isn't some localized event from the past two years.
While it does appear to be showing what the author intended to show, it could also be accused of being right out of "How to lie with charts and graphs," specifically pick only the data that shows your point and/or scale it to make it look scary.
