I don't care about the Chinese. I care about trying every nurse and pharmacist with a serious crime, turning them state's evidence, going after the doctors, turning them, going after the administrators, turning them, going after the government officials, turning them, going after pharma executives, turning them, and then it starts getting interesting.

Critical flaw: "state's evidence." Sheeeit.

It takes one good sheriff, one good county prosecutor, and one good judge to get this rolling. Chances of getting all three in a county? Not bad - more than 1000 counties in USA I believe.
