Open boarders lead to an invasion. Part of the invading "peoples" would be enemies that look to do us harm. Thier ability to do so would be extremely limited. For instance, they would not take up arms and attack a military installation. They would instead perform acts of terrorism. Like attacking our infrastructure. The decision to burn was done inside the company. Zero government employees had anything to do with the burn. (You can confirm this by looking back at similar events throughout American history.)
