The vaccine isn't effective against what it was designed to protect against so I highly doubt it could reliably protect against another, deadlier thing. Currently it is an evolutionary pressure for the virus to evade and reinfect people and would annually cull the sickest and oldest among us. But if you were designing a two stage bioweapon you would rely on antibody dependant enhancement or cytokine storm to finish the job.
