What I knew long ago even though not a medical doctor: Immune comp'd people can't make antibodies (that's why they are called immune compromised) and vax doesn't work for them. Instead they need infusions of antibodies since their body can't make the antibodies itself.

Healthy people who can make their own antibodies without vaccine get injected with vax, and immune comp'd people who can't make antibodies with or without vax get injected. Ulterior motives for vax makes sense.
