When you click on the link it now says 31.2 per 100k in a state of nearly 40 million people, as a 7 day average. This would suggest that nearly 87,360 cases in the last week. That's 99.7816% uninfected over the last week.
Also you have too many 9's in your title. Even if you were to take the case/day/100,000 and use that for who's infected and who isn't the number would be 99.9747% not 99.999747%
Still well within the territory of 'who the fuck cares' but if we're going to extrapolate we have to be on point.

They upgraded the website from the time I posted, it did say 25.3 and now it says 31.2. And I apologize for the mathematical error, I forgot to multiply the result of 25.3/100000 by 100 to make it a percentage. So the corrected figure I think is now 99.9688% counted as uninfected.
This is not an extrapolation it is simply a calculation.
My bad -- sorry but as you say the point to be made is the same.
