Do you know what a URF even is?! ZERO is not a relevant number in the discussion. Perhaps you mean ONE?

If the URF == 1, then there are exactly as many events as reports. If the URF < 1, then that corresponds to an OVERreporting factor. Not happening.

Kirsch calculated the URF eight ways, and the smallest of them was 41x. To say that it is "not known" is weird when we have a conservative minimum value.

My fault. They refuse to give any number, Kirsch started with 41 but nobody reacted because they don't want that discussion.
