It is possible that herd immunity is reached for the unvaccinated, but not for the vaccinated. Sometimes, the immune system always reacts with the same set of antibodies it created at the first infection or vaccination (a concept called "original antigenic sin"). The vaccine induced antibody set is suboptimal and the delta variant is not affected by it. If the vaccinated get reinfected in huge numbers, the delta variant becomes seasonal among them.
