And if they do shut down a small company Union
Make another.
Then, when they shut that down, another.
Most importantly, owners of a company of 50 or 100 people can easily get scared or bullied into forcing mandatory injections and boosters.
But a Union in a company of 50 or 100 people can easily prevent that from happening.
And a Union in a company of 50 or 100 people, that exists for one purpose only, would be impossible to shut down.
And when they shut down the legislation giving your unions meaningful powers?
Enforce those powers anyway. You have the people at that point.
If that's the plan you don't need a union.
