They're not lying outright but they are being very misleading.
The SARS-CoV-1 vaccine they're referring to is a standard type vaccine where attenuated particles of the virus itself are used in the vaccine, and it was developed in 2003 or 2004.
The misleading part is they they're associating the mRNA shots with the standard ones with the intent of making people believe they've been using the process for 20 years. Moderna was formed in 2010 to perform research into the idea of using RNA to trick the body into kicking off an immune response. The company has one "vaccine" to its name so far - Spikevax - and it's the one authorized for emergency use against Covid-19.
"Past research" into the previous versions of SARS/MERS did not make it any quicker for them to create the "new" vaccine. They've been trying to find a suitable candidate for years.
