While it's hard to find actual numbers, I would bet there's not that many true "ICU" beds in Austin. Those tend to be a small percentage of total beds, and anything, including a bad influenza season, tends to "overwhelm" them.
Kind of like black friday television sales where they only stock 3 of the advertised unit.
