Oracle is very predatory on their offensive software audits and catch companies all the time using unlocked software because they have built in tables that track software usage/installation. They, conveniently for Oracle, allows you to install their software with little in the way of notice that you may not have a license for that very expensive software( Enterprise Oracle database software for example is thousand of dollars minimally for each database server BY CPU). And they have an army of lawyers on staff... And NASA a government entity full of bloat. It's bound to happen.
