How do you define "naturalized" citizen? You turn to a legal dictionary, obviously, or else you would have to define your terms in the document itself and you would have to be as specific as possible to prevent confusion. Since the documents themselves do not define the terms, one would have to consult period documents to determine how those terms were defined.
