As scotus already said they don’t have the power whether it’s a emergency rule or permanent, Congress must decide to expand the agencies power before they can do anything.

Covid is obviously not an occupational hazard for anyone who isn't working in a hospital or an ambulance. Only in those cases is it job-related.
