It's essentially the Communist wealth transfer to Corporations owned by the elite in government contracts. The geriatric patient vowed to spend 3 Billion. He also inked a 138M deal for some plant in Wisconsin that will be able to make 85M tests per month but it won't be ready till 2024. They plan on going full NWO with this plan.
