Given the current narrative, it's not inconceivable a new narrative could be rolled out telling Americans it's their civic duty to get the ultimate vaccine that's guaranteed to prevent them from ever getting another virus ever.
The national guard could in fact administer this shot. I'm thinking, due to the ammo shortage, the military must have enough rounds to give every American a shot and a booster shot at the same time.
