VACCINE INJURIES ARE AT ACCEPTABLE LEVELS
VACCINES HAVE KILLED LESS PEOPLE THAN THEY HAVE SAVED
I like these two because they're subtle yet invite the reader to ask "have they?" or "are they?"
The improper usage of "less" instead of the proper "fewer" damaged that one's usability without altering it. If already needing to alter it to make it more correct, removal of the word "people" would also be ideal as they do not view us as people. Removing that word would also shorten it as it is already up at 10 words.
VACCINES KILL FEWER THAN THEY SAVE.
It's shorter at 6 words and also gets 'VACCINES KILL' in the reader's head immediately, but it then switches tone by saying that fact is a good thing because fewer are killed than are saved. But the 'vaccines kill' part sticks in the reader's head and can force them to confront whether that is true and then also if it is acceptable. It also avoids the usage of 'people', which would convey that we are seen as being people to them.

I don't care much for the vaccine topic but the messaging psychology is great
