it won't be rfid chips, it will be neural implants being used to access external systems, like the cyberpunk 'jacking in' to a pervasive network concept.
These network accesses will require identification, people will probably be doing this wirelessly, so effectively you'll be tracked 24/7 just because it'll be more convenient than using your phone.
Don't imagine that future generations will have a problem with this, they'll love it
It is not that difficult to build a device that emits radiowaves on the frequency of these rfid chips with such power that makes them broken. Would be fun to place them in frequent places.
