Only intravaneously. If it gets in a high enough quantity in the blood stream it can stop the heart. But for example you can eat way higher doses and will increase your potassium levels slightly. If it is injected in muscle with small quantities it probably does nothing.
Still a question why is it there and how much of it?
Exactly what's it's purpose and and when these fucks inject by accident into an artery instead of muscle, then what?
I don't know how much mg/bodyweight is needed IV to stop the heart, but I'm pretty sure there is a lower limit under it does mainly nothing. Since we don't know how much is in one shot we can't even make assumptions.
Regardless how much I hate those bastards, I still wouldn't think the potassium is there to fuck up the heart, it is most probably there to stabilize another ingredient or to help a reaction.
A bad injection technique is used widely almost everywhere, that relies purely on luck if they hit a blood vessel.
