That is not true, there are cases when it is better to give antibiotics as a precaution than getting an infection and then fighting it back when it may be already too late. Same happens when you get implants, like dental implants, you have to start antibiotic before the implantation, because an infection in the following days may have worse outcomes. I guess the same protocol is followed here.
