You might want a jpg version of the banner too:
So download the pic8 image, then upload it to the edit sub CSS page with the name "banner". Then copypaste the CSS into the text field and save it.

I'm not seeing it either, but the space is there where it should go. Did you name the file banner with a lower case b? Make sure the filename and the image name in between %%s matches.
Other than that... maybe try getting rid of background-color: #000?? That's what I have on my css and it seems to work though, so I can't see why it would be that.
