There's more context here. Why was the cop in the house, who was recording? Looks to me like the kid was a junky stealing from his parents, probably his dad recording, him being the other voice that told him to surrender, and the guy with the camera didn't really care the white guy got shot.
Excessive use of force probably, but this guy might be a white george floyd.
