I provided the proof. In order to be charged with failure to ID, you must 1. Be lawfully arrested. 2. Refuse to provide your name, dob, and address. And, 3. Be asked to provide that ID by the arresting officer/authority.
I gave you the link and quoted the law. Texas Penal Code 38.02. Failure to ID.
I also offered to provide the link and quote the law (in the Transportation Code) that shows that when you are pulled over, you are under arrest, and by pulling you over, the officer must have probable cause that an offense was committed.
