When I was in Vegas people had rocks or astro turf, not once did I see real grass.

The lady who bought the place wanted to like, return the property to nature or something so she had all the work undone.
The young couple had hauled all the rocks away and made the yard look nice and this lady paid to have boulders hauled in, removed all the grass, and planted sagebrush. Basically made the yard look like a dry riverbed. She used to spend a lot of time pulling weeds from that yard because the previous owners had made the land so fertile it wasn't desert anymore

Ornamental lawns are jew tricks. (((They))) made this the suburban standard for homeowners so they could force you to conform to the HOA standards and prevent you from using your arable land for food production. You must use lots of water to maintain an ornamental lawn, spend money for its upkeep and appearance and can be charged ridiculous fees by the HOA if you don't meet the standards. You are also prevented from using your front lawn to grow food plants, including fruit bearing trees. You are only allowed to have useless and resource consuming grass. They want you to conform and not grow food. The jew ornamental lawn is goy control.
Nobody who lives near any sizeable population of spics would advocate planting anything edible where they can reach it. They will trespass into front yards to steal fruit every day of the week, and if you call the police you're racist. Those taco niggers are entitled to the fruit of your labor, literally.

Sounds like the intention is for public spaces though, so maybe its tax dollars. In that case, quit watering useless grass on other peoples money. They really should be planting edible stuff. But that does kind of make a mess, or attract undesirables.
The problem is that water isn't priced appropriately. The costs of dams and aqueducts are subsidized by taxpayers instead of being borne by the people using that water. In the case of industrial and farming it's subsidized even more. The easy fix is to charge the full and complete cost for water and every user pays the same price. The market will sort it out in short order.

Absolutely. The people who stand to lose from the logical solutions to problems are the ones who oppose free markets. That's why mega-corporations are usually anti-free market. I bet the casinos in Vegas are opposed to water pricing according to actual cost just like agribusiness in California. They know that if they had to pay the actual costs (or even the same rates that residential customers pay) they'd be broke in a hurry.

Someone should be monitoring the levels and adjusting the price so it doesn't drain too far or overfill.
