Ok I have bought several different ones, yes I know about the unlock. I also know some say to put tape over the notch on the other side. Windows wouldnt let me do shit with them. So I thought fuckin linux. Linux at least let me format it so I thought that was it. Linux recognizes it but I cant do anything with it. Neither does windows, wtf? I bought a tablet predominantly for a power outage so I could still watch something but I cant upload to any sd card. What do I do?

Already mentioned but install and launch gparted. Insert the card then use the menu to refresh storage devices. After that, right click on it and create a new partition.

This depends on how you want to use it though. Do you need it to work with Windows/Mac/Linux? Do you need it to work in a phone or digital camera?

Let us know.

Err.. I should read more. You are using it with a tablet? Put it in the tablet and use it to format the card. It will probably be exFat. Easily readable and writable by a Linux system.
