I have not used Windows 11 but found these links with two different methods. I have no idea if the methods work but the articles are both pretty recent.

Here, you need to press the SHIFT + F10 key combination to launch the Command prompt. Here, you need to type this command:
OOBE\BYPASSNRO
and hit enter.Your system will restart automatically and you need to set up everything again.
This time, if you click on the Sign in button. You will be asked to enter your name. Here if you take a look at the bottom of this field, you will see a note that, Even better, use an online account. This confirms that you have successfully bypassed the Microsoft account screen.

Step 10: When you see the Let’s start with region screen, press Shift + F10 on your keyboard. This will open a command prompt window.
Step 11: In the command prompt window, type
netsh wlan disconnect

if you are only concerned about getting a local account then just put in a fake email or phone number several times and it will let you setup with a local account.
Thanks, but it appears that both of those methods use the Shift + F10 command prompt. That is now disabled.
maybe try to disconnect the computer from internet, seems that was mentioned as an option too somewhere
