Net Limiter 4 is very useful and allows for all of what you mentioned needing and more.
Download/purchase/features: https://www.netlimiter.com/products/nl4
User Guide: https://www.netlimiter.com/docs
- You can limit specific applications to only a certain amount of bandwidth, or none at all on both local network and internet.
- You can limit permissions like a Parental Control so only specific users on the computer (administrator, regular users, etc.) can adjust settings in the application.
- You can set a schedule for when the restrictions will be active or when the restrictions will be lifted.
- You can enabled, disable and alter specific features on the fly such as application blocking, bandwidth in/out permitted, priorities, and rules lists.
- You can see the entire connection log, connection history, traffic chart and statistics for the pc or specific applications.
- You can also remotely alter the application settings on other PCs on your network from your computer so you do not need to interact with the other computers to enable/disable/alter aspects. Good for if you want to allow a PC to have internet access for someone for a little while off-schedule without needing to go to it and log in on your administrator user account just to enable it so their user account can then have internet access, then repeat to disable it again later.
I use it mainly for limiting bandwidth of applications like web browsers that don't offer a bandwidth control function like Internet Download Manager or torrent applications do.
'Lite' version is legitimately free but is very restricted in functionality to only traffic monitoring, traffic priority of applications over others, transfer speed limiting, traffic chart and info tool. Pro has every function.
There are methods of acquiring a free Pro version if you would like to test out all of its features before buying if it meets your needs or just to use. The newest version is v4.1.7.0, but I'm currently using v4.0.57.0 as I have no reason to seek out a newer version online as it works great for my needs and I haven't had any issues with it. You can message me if you want that version I am using.
thank you i will check it. it sounds right.
