This happened when the Arabs captured Damascus in ww1. They didn't know how to run the infrastructure so they had to allow the British to run the city.

Communism, the ideology that is responsible for some of the most hideous atrocities and sins the world has ever seen. Compared to other ideologies, communism is unique when it comes to the ways it seeks to accomplish it's goals(it uses dialectics to achieve its goals.
