Initially I missed this nugget:

Interesting. So basically, illegals can totally get off speeding fines.

Good post. That detail is key. Otherwise I would be in favor of this policy that would affect everyone in a more equal way, but if there is a detail exactly like the one you point out. The law becomes something different, fees for the rich or not poor, and no fees for the poor, or (more likely) lazy and financially irresponsible.

My biggest problem with the proposed law is that it treats people unfairly. I also don't like the idea of automated fines. It's no longer about safety but is a revenue model.

I understand your point but the government should not be in the money redistribution business. It robs Peter to pay Paul.
