Hit them financially, if a law they authored gets passed and is later found to be unconstitutional slap them with a $1000 fine per occurrence. Each occurrence would be a person affected by their law. If they author a law that isn't passed on the grounds of constitutionality, bump it to $50,000.

Though anything would be better than the current nothing, fines are just fees to enable bad behavior, especially fines that are levied against the money printers. Nah, they need to be removed from being able to be productive: elected offices, financial services, or just throw them in DC jail.

You're right, fines would only work if we controlled our own currency. I'd add those in addition to losing their position, permanently disbarred and jail time. I do believe public officials must be held to a much higher standard than the commoner with corrective action up to the death penalty depending on severity of offense.
