Digging a well in California is risky. It's expensive. The permitting and inspection are a hassle. You could easily spend tens of thousands of dollars and come up dry. I hired a geologist and a water witcher, had to clear the land and grade a road to create access for the drilling rig plus build a pump shed and install solar to power the pump. This initial capital investment in time and money is substantial. Now the government wants to tax the risk taker to subsidize some welfare receipient that never has and never will pay taxes?

Of course they will... They already charge you to use your land that you "own" and to drive your car that you "own" and to use public lands that are "yours". When do we get to vote on a heart-beat tax?

Meanwhile it's ok for state owned farms ran by mexican slave labor to use water to make almonds which require a lot of water to grow. And cranberries, and other staple crops which the state sells abroad for a profit.

First the law, then the enforcement. Next they will require a satellite enabled meter on your well pump. Of course, you will required to pay for the lease and installation of the government owned meter. Then GOV will claim officials have an easement to your property to access the leased meter (that you rent, don't own). If you tamper with it then they call that destruction of government property.

Pump your sewer down the well to run the meter backwards, or better, used motor oil.

How is it that one can have mineral rights but not water rights?

If the notification letter was not sent certified mail return receipt requested, just say you never got the notification. And put up no trespassing signs everywhere with your phone number on it with a required 24 - 48 hour notification required for any visitors.

It is enough in court to demonstrate that you mailed a notification. No receipt required.
