Per the EPA (www3.epa.gov), Chlorfenapyr is a relatively recent insecticide - gaining approval for use in 2001. It is only approved for use on ornamental crops though, and not for use on food crops. In fact they reference they don't anticipate it's use in residential environments or foresee dietary exposure. Enter legalization of weed, and there's another means of ingestion so...

It is referred to as a "pro-insecticide", meaning it is activated via biologic processes after being ingested. Not sure how smoking would effect that, but likely not beneficially.
