The problem with landlord participation in ANY government housing program is that once you accept their money, their rules hamstring you for forever. Actually having these units trashed to where they require hazmat remediation may be a blessing in disguise: It should help the landlord sever ties to that program.

Just consider it a very expensive life lesson.
