Yeah, I am going to go ahead and say its probably MOSTLY criminal illegal aliens that don't know what the fuck a runaway ramp is and cant read English.
That has happened TWICE in recent years in Colorado where some low IQ 3rd world jeet/nigger killed a bunch of people because they don't know how to read and don't know what a runaway ramp is.
