ASCE does this periodically (annually?) across the country, and utilizes member volunteers to solicit and organize data. I participated in Missouri's transportation surveys used to prepare the report back in 2014. In the case of bridges, most state DOTs maintain comprehensive condition reports on their inventories and those of their constituent cities and counties. By law, bridges are supposed to be inspected and have condition reports prepared every two years. In the case of fracture critical structures or very important or high-use bridges, inspections are mandated yearly - or even more frequently.
