Clear out the homeless camps, shut down the "injection sites", arrest criminals and ACTUALLY KEEP THEM IN JAIL. Clean the whole damn area up and hire a extra 1k cops to be on-hand at all times to keep it that way.
Until you do something like that. Zero investment will do a fucking thing.
No one goes downtown because they don't want to get shot, stabbed, robbed or harassed by all of the druggies, homeless and illegals that have taken the place over.
