According to the Larimer County Sheriff's Office, two deputies were attempting to stop a man riding an "off-road motorcycle" for traffic violations. The decision letter from the district attorney's office indicates the man was on a "mini-bike" that was illegal to ride on the street and could potentially create a hazard for other drivers.
