You are not going to force people to buy EV's by restricting how many gas stations that are built. You are just going to make them burn more gas to go fill up.

Oh, that was the intent by the way. They just don't want them built in places that make it easy to fill up so you are less likely to have a non-ev or car at all and will use public transit or buy a ev.
