Here, I can tell you how easy it is to get people downtown. (subject to change, this is off the top of my head in less than 2 minutes).
- Get rid of the homeless.
- Get rid of all of the criminal illegal aliens (basically 1 and 3).
- Get rid of the criminals (throw them in jail for a few years minimum).
- Clean the whole damn place and get the needles off the fucking street.
- Increase patrols and arrest people on the spot for their bullshit and actually put them in jail for a minimum of 6 months to a year depending on offence.
- Make public transit safe again. It is not and no one wants to use it (see 1-5).
There. Now anything that is going on wont matter what the fuck it is. People will show up and go down town. Until this is done then most people will NEVER go downtown again (I am on that list). The majority of the people that won't go down town are also the ones that have money to spend downtown. No wonder you are in a death spiral.
Oh, they are also doing exactly ZERO of any of these things. They are trying to do live music and have more markets to get people to go back. No one wants to get fucking stabbed going to the farmers market you god damn fucking morons.

There is a good reason to not go to downtown Denver. That is a huge part of it. Just driving past an event like that and most of what you see are drunk/high blacks and hispanics.

That is the reason they will try anything but a successful strategy. The more they claim every culture has value and all people have the same attributes the more it becomes obvious they are outright lying. Why else it is illegal to give an IQ test to an ethnic group in California? Why else are they striving for equal outcome? If equal opportunity doesn’t have similar results then it means there are some people with differing abilities. Everyone accepts that there are inherent differences in physical performance, yet refusing to acknowledge that there might be biological differences in brain function is cognitive dissonance.
