TLDR; people who come to the west of Colorado from within the state bring a cooler, don’t stay the night and therefore don’t spend as much money in the recreation area as those who book a rental and buy their food locally. The infrastructure is overused by day-trippers who don’t contribute to the tax base in any meaningful way.
