If they cared about safety, they’d require all homeowners to pay an annual fee for a safety inspection. But this is about penalizing second homeowners who try to make money off their vacant properties instead of renting them to locals who will trash them and cost them money by fixing them every year. Locals also don’t pay their rent, allow multiple squatters to share their space by paying rent to the renter and otherwise make the property less valuable. But they’re trying to make it harder to rent short term to coerce people into renting them to the loser locals.
