Get rid of special rules for being under 18. You make adult choices you get adult punishments, including life in prison with no parole or a death sentence. If you stop giving them less hard punishments for the crimes just because they are under 18, a lot more of them will be unwilling to commit the crime. Gangs recruit kids under 18 for this reason specifically.
