This is a real danger when using public lands. The National Park service will only do mitigation in certain areas, you hike at your own risk. The National Forest will do mitigation, but the lands are vast and they can’t get all the dead trees. There is an ecological reason for leaving some dead trees. I know someone who was killed by a silent fall, he didn’t feel a thing, he was hit in the head and dead before the tree hit the ground.
