The problem is that more laws and regulations will not fix the problem of complete idiots obtaining C licenses. This is a problem now because the average trucker is no longer American, can’t read, and doesn’t understand that even in May, high altitudes can have wintry weather. They also don’t care about safety because the folks on the road are not their people. They are not from here, and they have no regard for American lives. They may not have an understanding of how their truck could possibly impact someone else’s life, and if they do, they don’t care. But good luck finding a state patrol trooper willing to pull someone over for being an ass and trying to hangout in the fast lane. I rarely see CSP, they’re too busy citing speeders to take real safety issues on. I have seen cops look the other way for non-plated, unsafe vehicles. The real money is in tickets.

Yes but it isn't enforced despite the fact that 100% of "traffic" is caused by people being in the passing lanes when they are not in fact passing.
It used to be etiquette as a truck driver to stay in the right lane. As immigrants and third world scum take up trucking jobs for lower wages, they bring their third world habits to the highways. Like doing 10 under in the left lane next to a semi that's doing 12 under on the right lane.
