It’s mostly illegal aliens from Central and South America , but also cops getting sued, not enough funds for law enforcement, not doing anything about homeless camps or worse providing them housing. They are setting aside city jobs for the illegals, providing them housing, 3 meals a day, etc. Denver is a sanctuary city and it shows. But it’s been on this trajectory for a while, turning from a very red state to a very blue state in about 30 years.
